Things just keep going to hell in a hand basket and downhill in the public’s trust of Merced County law enforcement and McClatchy Newspapers.  It is becoming more evident from the recent matter of Los Banos PD Cmdr.  Chet Stygar.  Stygar was arrested for DUI on September 23rd, 2011 in Modesto, California, in the heartland of McClatchy Newspapers.

Not a word was printed about it in McClatchy Newspapers for two weeks until October 7th, 2011.

Now, get this…..Stygar is still on active duty with the Los Banos PD!!!!

There is always a cause and effect.  The timing of the public being told about Stygar came just a few days after the filing of the Opposition to the Motion to Dismiss in the Federal case of Forte v. McClatchy Newspapers and the Merced County Good ol’ Boys, et al. (for short).

District Attorney  Larry Morse, Supervisor Jerry O’Banion, the Los Banos City Council,  City Manager Steve Rath,  City Attorney Bill Vaughn, and of course the Los Banos Enterprise did not mention a word about it.  It is the same thing they did to me and my family when we received death threats from them.  They didn’t let anyone know about them.  Every single one of them should be tossed out on their behinds.

It is no wonder why I sued these arrogant civil servants.  And why there are so many of them?  They’re like a nest of rattlesnakes covering for each other.

McClatchy Newspapers’ Motto

Do you think that the newspapers were told not to print about the Stygar DUI arrest by public officials because of the Federal complaint against them, or was it business as usual or a combination of both?

Do you believe that the Modesto Bee, Merced Sun Star, Los Banos Enterprise, or Fresno Bee did not know that Stygar was arrested?   Don’t you think McClatchy Newspapers should be disclosing to the readers that Pride and Brizzee are defendants in a Federal Lawsuit that alleges that they worked together to cover up the death threats made for Mayor Jones?   Well, of course McClatchy should be.  But there is another question to consider which is more frightening.

Why aren’t other newspapers telling of this battle between the nation’s third largest newspaper that was sued with a group of public officials by a citizen journalist alleging that they are trying to destroy him, as if he were in Russia, for exposing government corruption?  The other major point is that it directly involves Secretary of Defense Leon Panetta.   If they want to mock me for running for Governor of California in the Recall Race, go ahead…….but just write about this story.

If the reporters  from out of the area are not breathing a word about this, then it is reasonable to conclude that they are being told to stay away from doing so.  Imagine how many people that, if they knew about what I am saying I have proof of here in Merced and Monterey County, would jump up and say, you know it’s the same thing they are doing to us here (input any town USA).  I think that is the real reason no newspapers are reporting on it.  It pulls the shroud up on all of them.   They lose control.

There is no way that anyone can trust the reporting of any newspaper concerning Occupy Wall Street (or anything else) when they sit idly by and ignore what is happening here in Merced and Monterey County that involves Leon Panetta.  The newspapers not reporting upon this battle proves the allegations of the Federal complaint..the newspapers and media are controlled by the government.  Don’t trust a word they say.

Crooked Civil Servants & McClatchy Newspapers in action!

Should McClatchy have let citizens know that there is a drunk driver with a gun and a badge on duty?  I think so.

Many law enforcement agencies require for their officers to carry their weapon with them, even if they are off duty.  If that is the case, then we had a drunk driver, Stygar, with a loaded gun on the streets.  And if he shoots you, he has immunity from civil lawsuits.

The Federal case of Forte alleges a reprehensible course of conduct by the government and the newspapers to conceal corruption and retaliating against Forte for exposing it.   Forte and his family received death threats made for Mayor Tommy Jones within thirty days of Jones being found to have broken conflict of interest laws by a complaint Forte filed with the FPPC.

The Federal suit alleges that Brizzee and Cory Pride with other public official defendants concealed the death threats from the public to intimidate and harass Forte into believing that his family was not going to be afforded protection under the law.

Los Banos Police Chief Gary Brizzee, along with Pride, were also subjects of a Grand Jury investigation.  The Merced PD investigated the tampering of this Grand Jury investigation by Merced County Counsel James Fincher.   Stanislaus County Deputy Randy Watkins says that there was jury tampering and that the Merced PD needs to forward the police report to the DA, but they have not done so.

Regarding the Stygar DUI and his continued active duty, Brizzee explained in a “you blow smoke and I’ll get the public to inhale it” interview with co-defendant Pride.

Pride said that Brizzee didn’t think the issue was of concern to the public and it was only a personnel matter.  Okay, so Brizzee has a stupid nonsensical excuse for not telling citizens they had a drunk with a gun and badge…but what is Pride and McClatchy Newspapers excuse for not telling the public for over two weeks?

The Badger Flats Gazette sent a letter to Mr. Karl Olson, attorney for McClatchy Newspapers, requesting that he obtain a response from his clients and The Modesto Bee regarding the question, “Why didn’t they make the public aware of Stygar’s DUI for two weeks until October 7th, 2011?”

Similar letters will be sent to the attorneys representing Merced County DA Larry Morse, Merced County Sheriff Mark Pazin, Merced County Counsel James Fincher, and County Supervisor Jerry O’Banion.  They will be asked if they concur with LBPD Chief Brizzee permitting Stygar to continue on active duty despite his DUI arrest.

They will be asked the following questions.  Do they think the public should have been informed, or the matter kept confidential as according to Commander Brizzee?  Does McClatchy Newspapers believe it has an obligation to the public to make them aware of the public arrest record of Stygar on September 23, 2011?

Or does McClatchy Newspapers take their orders from law enforcement and NOT report upon it?

The letter will inform the attorneys that the BGF is publicly demanding the immediate resignation of Brizzee, and that Stygar be put on suspension pending resolution of his DUI prosecution.

There is no way in hell that DA Morse was not aware of the action of Brizzee having Stygar on active duty and jeopardizing every case that comes in the door of the LBPD.

Morse should have a great sensitivity to DUI cases due to his son Dylan serving three years for a DUI manslaughter case out of Sonoma County.  Dylan was first sentenced to 12 years in prison but miraculously, shortly after Morse filed bogus misdemeanor charges against Forte, Dylan’s sentence was reduced to three.

It would have been responsible and required of Stanislaus law enforcement and the Stanislaus DA to make Merced County DA Morse aware of the DUI arrest of Stygar.  Once they were told, DA Morse or one of his underlings, such as co-defendant ADA Alan Turner in the Los Banos DA’s Office, should have reigned in co-defendant Gary Brizzee.

The Merced Sun Star’s Victor Patton made a huge to-do report (and what I said was a diversion to benefit the DA’s Office) of an assistant DA attending court hearings when his bar license was suspended for an outstanding traffic ticket.

In comparison, when Comdr. Stygar gets arrested for DUI and Brizzee keeps him on active duty with DA Morse and Turner’s knowledge, Patton and McClatchy Newspapers’ co-defendants keep silent.  Outrageous!

What they are doing now proves my Federal case in spades….with the public trust in the integrity of  Stanislaus County law enforcement now also being called into question.

Did McClatchy Newspapers not print about Stygar’s arrest at the time it happened because it would expose a course and conduct of malfeasance and corruption that I am alleging in my federal lawsuit? That McClatchy’s government conspirators direct what is written or not written by McClatchy …how and for what purposes…. to help government cover for their misdeeds and punish those who expose those acts?

Brizzee is a co-defendant with the Los Banos Enterprise’s Cory Pride and Gene Lieb,  Merced County DA Larry Morse, and Los Banos City Officials for retaliatory false arrest and concealing death threats made by Los Banos Mayor Tommy Jones.

Brizzee says that he did not disclose Stygar’s DUI to the public because it was more or less a personnel issue.   Co-defendant Pride, in an article, Cop on duty despite DUI Arrest,  on October 7th, 2011, offered no explanation why the arrest of Stygar was not made known to the

The arrest was on the Modesto Police log since September 23rd, 2011.  Forte says that the answer is easy.   Merced County law enforcement told them not to report upon it to the public.

The Federal lawsuit of Forte v. Merced County DA Larry Morse, McClatchy Newspapers, City of Los Banos, and the Los Banos Police Department, et al.,  alleges that they conspired to punish me for exposing public official corruption in the Badger Flats Gazette.

It was reported by Pride in the Los Banos Enterprise and Merced Sun Star (on February 26th, 2009) that I was arrested on February 24th, 2009 in a hallway of the Merced Courthouse for allegedly attacking pro-tem Judge James Padron after chasing him around in the courtroom for over an hour and a half.

I was then booked into the Merced County jail for double felonies with a bail set of $117,000.00. It was a false arrest.  I had been requesting that an attorney (not a judge) , James Padron, be put under Citizen’s Arrest.

Merced County Deputies told me that I could arrest Padron outside of the courthouse, but not in the courthouse underneath the surveillance cameras.

Pride reported in The Enterprise and Merced Sun Star (on July 24th, 2009) that I was arrested on July 21st, 2009, for a felony of obstructing a judicial officer and resisting arrest, and had to post bail of $17,000.00.    Pride never contacted me for an interview or to get my side of the story.

You’ve got to be kidding me!

In September 2009, DA Morse dropped the felony charges and filed charges against me for disturbing the peace misdemeanors.  As astounding as it seems to attorneys familiar with the case, DA Morse has not brought the case to trial for over two years.

I allege in my lawsuit that Pride and McClatchy Newspapers was being directed by LBPD Chief Gary Brizzee and Mayor Tommy Jones what to report, how to report the arrests of myself, and to conceal that I had received death threats from Jones.

The objective in doing so was to intimidate me into not writing anymore about the corruption of Merced County law enforcement.

Evidence presented with a Merced County Grand Jury complaint that I filed in May 2010 contained an hour long conversation on July 31st, 2009, between DA Morse and myself (YouTube Excerpt).  Morse said that he could not file  or investigate any charges against me.

The Grand Jury voted in March 2011 to investigate my complaint.  But, by April 7th, 2011, Merced County Counsel James Fincher,  a subject under investigation with Morse, directed the Grand Jury to terminate the investigation.

My federal complaint alleges that African American reporter Pride was propagating hatred of me by maliciously accusing me of being a member of the KKK under the direction of African American Mayor Tommy Jones and other public officials.  My complaint claims they did so in retaliation for my exposing Jones’ arrest for crack cocaine and busting Jones with the Fair Political Practices Commission for taking brides from Ranchwood Develoepr Greg Hostetler.

I also allege that Jones and Pride had a hatred of myself because I am white and part of an African American family, the Galloways.

I filed a Merced City Police Report for jury tampering by Fincher.  Merced PD Chief Norm Andrade and Lieutenant Matt Williams have refused the directions of the California Attorney General’s Office to forward the report for investigation through proper channels.

Stanislaus County Deputy Randy Watkins, a eighteen year veteran, has said in an audio recording that Merced PD is not following proper law enforcement procedures in order to cover up that there was grand jury tampering by Merced County Counsel James Fincher.    Watkins says that I can’t go to McClatchy because they are involved in the cover up and the only way to hold them accountable was by public opinion. Watkins says that I am being punished because I have dirty laundry on them (Merced County public officials).

I allege also that DA Morse is still retaliating against me due to in a two part investigative story called the Dos Palos Cabal (Part 1) (Part 2).  The story showed that DA Morse was not prosecuting Dos Palos Police Officer who had committed perjury during a police investigation that Morse knew he could get a conviction upon.

By Morse not prosecuting and allowing the officers to resign, they were able to be employed by another law enforcement agency.  Looks like Morse plans to pass along a get out of jail free card to his Stanislaus County DA buddy for Stygar.

Merced County law enforcement officers speaking on the condition of anonymity have said that when a police officer has been found guilty of falsifying police reports and committing perjury, they can never be able to testify in other arrests they perform.  Their credibility  is ruined and criminals are able to get off by bringing up past bad conduct.

Citizens of Los Banos must be in shock realizing that Officer  Stygar is still on payroll and active duty while $1mil of seized pot is in the evidence room from the arrest reported on October 7th, 2011 of 53-year-old David Nguyen.

Looks like Stygar can help Brizzee, Pride, and other co-defendants prepare for their abrupt retirement when it is revealed that it is business as usual for McClatchy Newspapers and law enforcement to keep concealed from the public their own corruption, just like a DUI or the retaliation against me for exposing them.
